Reporting to the Fire Chief, the Captain/Fire Prevention Protection Officer is a full-time operational and supervisory position whose primary responsibility is coordinating and delivering fire prevention, public education and emergency management programs.
The demands of the job also require a commitment to performing front line protection duties such as coordinating and participating in all hazard emergency response, personnel training and general equipment maintenance.
The primary responsibilities for this position include (but are not limited to) the following:
- Coordinate the department’s public education program to include: fire safety presentations, seminars, station tours, fire extinguisher training and other public fire and life safety education activities, to present innovative and effective programs to the public.
- Act as the point of contact for all issues related to fire prevention and public education.
- Perform public relation duties and promote positive attitude towards fire prevention and life safety.
- Develop, administer, and evaluate the department’s risk assessment, smoke alarm and inspection programs on an annual basis or as needed basis.
- Conduct fire safety inspections of all building classifications and occupancy types.
- Work within the legislative framework of the Fire Protection and Prevention Act to enforce the Ontario Fire Code and other associated standards. Report findings and make recommendations to improve building and occupancy fire safety for the protection of property owners and the public.
- Act in the capacity of fire Captain in all emergency responses. Also expected to act in capacity as volunteer fire Captain during non-working hours.
- Participate in the development and implementation of operational guidelines and procedures and departmental standards when required.
- Act as Duty Officer (on-call) for a five (5) daytime period when required.
- Develop pre-planning and coordinate with fire suppression personnel to maintain emergency pre-plan information for designated occupancies.
- Assists in administering equipment and apparatus inventory, ensures availability and makes recommendations for replacement or repair when needed.
- Work with the Deputy Fire Chief and Training Officer to support and participate in the planning, scheduling, development and implementation of department skills training of the volunteers when required.
- In collaboration with the Deputy Fire Chief and Training Officer assess and determine new or revised training needs and identify skill development needs.
- Act as the primary Community Emergency Management Coordinator (CEMC) for the Town.

The position must reside within the boundaries of the Town of Arnprior unless residency does not interfere with appropriate response times to emergencies and on-going duties as determined by the Fire Chief.
- Must have Secondary School Diploma or equivalent.
- NFPA 1001 Firefighter I & II Certification or equivalent.
- NFPA 1002 Fire Apparatus Driver/Operator or equivalent or willing to complete as a mandatory job requirement.
- NFPA 1031 Fire Inspector I & II or equivalent or willing to complete as a mandatory job requirement.
- NFPA 1035 Fire and Life Safety Educator I & II or equivalent or willing to complete as a mandatory job requirement.
- NFPA 1035 Public Information Officer or equivalent or willing to complete as a mandatory job requirement.
- NFPA 1021 Fire Officer I or equivalent or willing to complete as a mandatory job requirement.
- Must be certified as CEMC as per the requirements of O. Reg 380/04 or willing to complete as a mandatory job requirement.
- Valid Ontario DZ or higher driver’s license.
- Valid first aid and CPR certifications.
- Ability to obtain a satisfactory Vulnerable Sector Check.
- Have three (3) years’ experience in fire prevention activities including fire suppression, fire safety inspections, fire investigations, public education and public relations.
- Previous experience supervising and training staff in the field of fire prevention and protection and/or related area.
- Knowledge of the municipality and surrounding areas including building construction types, infrastructure, water supplies, demographics and community risks.
- Encompass fire department practical experience with thorough knowledge of the principles, practices and techniques related to equipment, combating, extinguishing and preventing fire and in rescue operations.
- General knowledge of the Occupational Health and Safety legislation and be able to apply safety at varying levels of fire service.
- Have thorough knowledge of the characteristics of fire, fire spread, building material and construction practices, while having a detailed working knowledge of fire alarm systems, suppression systems and other fire protection systems.
- Have thorough understanding of building classifications and the ability to apply fire and life safety to each class.
- Be highly motivated with exceptional skills in administration, presentations, organization and time management.
- Capable of demonstrating leadership, strong communication and sound analytical and problem-solving skills.
- Possess the ability to deal with the general public and representatives of the business community in a courteous, tactful and professional manner.
- Possess excellent computer skills (Microsoft Office) and writing skills with the ability to compose detailed reports, letters and court documents.
- Be in good physical condition to lift and maneuver consistent with firefighting activities.
- Be attentive to detail, mental concentration and alertness to ensure the safety of others.
- Ability to attend training, emergency responses, meetings, presentations, public education/public relations, events and other departmental activities including afterhours weekends and flex time.
- Ability to work in a team environment.
