The Town of Arnprior is undergoing an update of its Community Improvement Plan (CIP). The Town has retained the services of WSP, a consulting firm, to assist on this exciting project.
The current Arnprior CIP was adopted by Council in June 2011. Since then, the CIP has served as a planning and economic development tool, used to address a range of objectives including community revitalization, rehabilitation, development, and redevelopment. The CIP also provides financial incentive grants to properties located within the designated areas to assist with meeting the Plan’s improvement goals.
An update to the CIP will allow the Town of Arnprior to continue to help build a foundation for future economic growth and sustainable development. The objectives of the CIP update are:
The Community Improvement Project Area (CIPA), where the incentive programs will be made available, will be re-evaluated as part of the project process. This may include the entire Town or a portion of the Town.
The project is anticipated to be complete in early 2022. Input collected from past CIP program applicants and community members through surveys and consultations will assist in the preparation of the updated Plan.
The Draft Background report has been completed and is available for review. This background report will guide the draft CIP. WSP did present the Draft Background Report at the October 19th meeting of the Community Development Advisory Committee. This presentation can be viewed at the start of the meeting here.

Take notice that, in accordance with Section 28 of the Planning Act, R.S.O. 1990, as amended, a Statutory Public Meeting will be held by the Council of the Town of Arnprior on Monday, January 24th, 2022 at 6:30 pm via zoom, to consider an expanded Community Improvement Project Area and updated Community Improvement Plan.
The purpose and effect of the proposed Community Improvement Plan is to support and promote the continued revitalization and private investment in the Town of Arnprior. The proposed expanded Community Improvement Project Area and updated Community Improvement Plan will provide a set of financial incentive programs to support development, redevelopment, and enhancement in the Town of Arnprior.
The proposed Community Improvement Plan will be available for public review as of Thursday, December 9, 2021, on the Town’s website at https://www.arnprior.ca/cipupdate.
The subject lands of the proposed updated Community Improvement Plan encompasses the entirety of the Town of Arnprior. As such, no key map is provided.
Any person may attend the Public Meeting and/or make written or verbal representation either in support of or in opposition to the proposed Community Improvement Project Area and Community Improvement Plan.
Please note this will be an electronic public meeting where there will be no physical in-person attendance due to COVID-19. There will be opportunities to provide input electronically. You are strongly encouraged to submit any comments, concerns or support in writing, prior to the Public Meeting. Comments should be submitted via email and shall be provided to members of Council in advance of the meeting, if possible. Should you wish to participate in the Electronic Meeting, please contact us and instructions will be provided to join the meeting a few days in advance.
If a person or public body would otherwise have an ability to appeal the decision of the Corporation of the Town of Arnprior to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submission to the Corporation of the Town of Arnprior before the proposed Community Improvement Project Area or Community Improvement Plan is adopted, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at a public meeting or make written submissions to the Corporation of the Town of Arnprior before the proposed expanded Community Improvement Project Area or updated Community Improvement Plan is adopted, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.
Unless comments are received from Council and / or members of the public at the Public Meeting resulting in the need to revise the Community Improvement Project Area or the Community Improvement Plan, Council is anticipated to consider adoption of the expanded Community Improvement Project Area and updated Community Improvement Plan at the following meeting on February 14, 2022.
If you wish to be notified after a decision regarding the Community Improvement Plan has been made, you must make a written request to the Clerk of the Town of Arnprior, Mrs. Maureen Spratt, Town Clerk, 105 Elgin Street West, Arnprior, ON K7S 0A8 or at clerks@arprior.ca.
After a decision has been made by Council, persons wishing to formally register an objection regarding the Community Improvement Project Area or Community Improvement Plan must, regardless of any previous submissions, file with the Clerk a Notice of Appeal to the Ontario Land Tribunal setting out the objection and the reasons in support of the objection and accompanied by the Tribunal’s fee.
